Hubin Sub-District of Shangcheng District integrates various public feelings and popular will reaction mechanism and resources including “Social conditions and public opinions information direct-reporting point”, “Grass-roots quality supervision department” and “Peacemaker”, etc, establishing the first national platform that democracy promotes people’s livelihood in the street (community) level, that is, “Hubin Qingyu” Studio. The studio, through establishing the social composite subject jointly participated in by “party committees and governments, scholars & professionals, members of community and news media”, actively exerts the effect of “collecting ideas from the public, gathering civil opinion, excluding the difficulty and anxiety and providing reference for decision-making” and has become a successful model of grass-root social governance innovation of our city. It also promotes a series of projects for improving people’s livelihood and enjoys great reputation from all sectors of society and broad residents.
