Xiasha Baiyang Community
There are about 2.5 million migrant workers living and working in Hangzhou. The Xiasha Baiyang Community is located in the Hangzhou Economic and Technological Development Zone. A community specially designed to provide services for migrant workers, it was established in 2006 and is the new home of nearly 10,000 new migrant workers from around 30 provinces, municipalities, and autonomous regions.
The community has established a management committee and provides psychological crisis intervention service and other services. The community has also established an art association and encourages new migrants to participate in community volunteer services. These services and activities have been effective in alleviating the alienation of new migrants so that they live in harmony with the native residents, and all can move forward together. 
The Linli Community of Baiyang Sub-district, Hangzhou Economic and Technological Development Area is the unique new community which is designed specifically for providing community-based management service to the “new Hangzhou people” (migrant workers). More than 8300 new Hangzhou people living here are from 28 provinces and cities all over the country, with an average age of 21.
Since its establishment, with the support of all sides, the community has regarded “creating staff rest harbour, home life paradise, youth growing heaven” as the goal, made efforts to build a warm home for new citizens, gradually started three major brands of “humanities neighborhood, youth neighborhood, safe neighborhood”, and driven the development of the whole community work. The “neighborhood model” of community management service for “new Hangzhou people” has been established, and the community establishment is selected as Top 10 influential events for Hangzhou community construction during the ten years (2000-2010).
